Item 31: AHSO Strategic Plan Amendments

Colleagues,

I’m attaching the amendments to AHSO’s Strategic Plan that I spoke to on the dais on Tuesday. Director Gray and I have conferred on these amendments, and he is supportive of the changes.

With funding uncertainty at both the federal and local level, I’m not comfortable setting numerical targets for shelter capacity when we’re currently unable to plan for future Permanent Supportive Housing and Rapid Rehousing units.

I’m adding additional KPIs for PSH and RRH, so we can continue to monitor and plan for these components of the homelessness response system. I’m also providing direction for the Strategic Plan to return to the Public Health Committee with recommendations for numerical targets for each program intervention type by October. I would also like for us to consider the state of our budget and homeless response efforts to set a short-range and long-range goal of homelessness in our community.

Solving homelessness for our community’s young people is something I and other Council members feel strongly about. To that end, these amendments clarify that youth are included in the sub-populations for which we’re expanding our shelter capacity.
