Colleagues,
Tomorrow I will be offering a substitute motion to the proposed staff recommendation, with the support of my cosponsors – Councilmembers Fuentes, Velasquez, Vela, and Qadri. While the recommendations of staff are a meaningful step forward, we believe that more should be done to address the needs of our community. To the end, we are proposing keeping the budget reserves at their current 16.7% level in order to fund the items below:

R-Alter-7 – Expanded Mobile Crisis Outreach Team (EMCOT) 24/7
R-Alter-10 – Additional Fire Department Cadet Class
Velasquez-3 – Additional EMS Communications Personnel
Fuentes-5 – Early Childhood Social Services Contract Adjustment
Velasquez-2 – Substance Use Continuum of Care
R-Alter-7 – Homelessness Prevention (add 540 families)
R-Alter-8 – Services for Families Experiencing Homelessness

These items prioritize the safety and well-being of our community through smart investments that will save us money and better serve the public in the long run. We look forward to discussing these items at tomorrow’s meeting.

As a note: For clarity in reading this document, all the items that are impacted by this amendment are in green. A “Y” has been added to these items (except for R-Alter-7, for which it was recommended already, but at a lower level). This allowed for these items to be added in the totals at the bottom. The available funding was also adjusted by adjusting the reserves back to the 16.7% level.
