CM Kelly FY23 Budget Amendments, Direction and Resolution

Post by Mackenzie Kelly »

Colleagues,

I have enjoyed working with you all on the budget thus far. Below are the amendments and direction I intend to put forth for consideration during the budget adoption process. If you are not already listed as a co-sponsor, I would like to invite you to support any of my items listed below.

Kelly Amendment 1: Fund a full-time Animal Behavioral Specialist position within the Animal Services Office that works directly with animals to enable their adoption

This position is critical to evaluate dogs with behavior challenges and to maintain the city-mandated requirement of a 95% live outcome rate. The initiation of the position would not occur until after the ASO efficiency audit or at the end of 2023, whichever comes first.

I want to thank CM Vela, CM Ellis, CM Pool and CM Kitchen for your co-sponsorship on this item.

Kelly Amendment 2: Implementation of funds for simulation training and whole blood program in the FY 222-23 budget

This budget amendment provides manikins, information technology equipment, software and training equipment for EMS. This also provides funding for the whole blood program to administer blood in the field for patients that are bleeding from traumatic injuries.

Thank you CM Alter and CM Vela for your co-sponsorship on this item for EMS.

Kelly Amendment 3: Funding for a Play for All-Abilities Park in the FY 2022-23 budget

A Play for All-Abilities Park is an outdoor facility that provides a safe place to play and develop for children of all abilities.

Kelly Rider 1: Direction for the option of two modified police cadet academies for FY 2022-23

This direction will allow for two modified police cadet academies for FY 2022-23 if funding is available in the police department budget. As of August 8th, 2022, there were 270 vacancies at our police department. This direction would help fill vacancies, increase officer retention and shorten response time to critical emergency calls.

Thank you CM Kitchen and CM Pool for your support on this item.

Kelly Rider 2: Direction for design continuation and construction of the Canyon Creek fire station for FY 2022-23

The Canyon Creek fire station, the fifth of fire stations planned to be constructed in the City of Austin, has sufficient funds for design work but not construction. This budget rider directs staff to proceed with design work on the station and report back to Council when the construction budget is finalized.

Thank you to CM Alter and CM Fuentes for supporting this item.

Kelly Resolution 1: Approve a resolution directing the City Manager to identify funding in the amount of $114,775 in Fiscal Year 2021-2022 to reinstate the license plate reader program at the Austin Police Department, include funding in the upcoming Fiscal Year 2022-2023 budget for continuation of the program, return to Council with any necessary actions for Council to appropriate the funding for this purpose, re-evaluate and implement appropriate changes to the former policy on license plate readers, and work with the Office of the Police Oversight and coordinate community input sessions related to the policy.

I want to thank my co-sponsors: CM Tovo, CM Kitchen, and CM Ellis for their continued support of this item. I would also like to thank each of my colleagues and the community for your continued feedback and suggestions to improve this item.

Colleagues,

I have an update regarding one of my amendments and new direction.

Kelly Amendment 1: Fund a full-time Animal Behavioral Specialist position within the Animal Services Office that works directly with animals to enable their adoption.

Updated Language: The annual ongoing cost is $143,764 and is funded by the General Fund. This amendment is asking for $71,882, as to satisfy the correct appropriations for the beginning of the search for a behaviorist at the end of 2023.

Kelly Rider 3: Direction to return to council with recommendations and cost regarding a comprehensive study related to the cost of living for City of Austin retirees

With the rising costs of living increasing in Austin, we must protect some of our most vulnerable populations. Retirees are often on fixed incomes with very little room to accommodate their rising expenses. From utilities to taxes, retirees are at risk of losing their homes and needing to move from where they've built a life. Therefore, the City Manager is directed to return to the council regarding a comprehensive study related to the total cost of living increase of City of Austin retirees between FY21-22 and FY22-23. The study should include but is not limited to the following: 1) Any increase in taxes 2)Any increase in utilities 3) Any increase in property taxes 4) Any increase in transportation costs 5) Any increase in the cost of health insurance. The City Manager is directed to return to the council and conduct a briefing presentation and issue a public memorandum with recommendations and the cost of initiating the study, by the end of 2022.

I want to thank my co-sponsor: CM Kitchen for her support of this item.

Colleagues,

I have an update regarding one of my amendments that will now be direction via a rider.

Kelly Rider 4: Direction for the City Manager to work with the Parks Department in establishing required resources and costs associated with the completion of a Play for All-Abilities Park in Northwest Austin

A Play for All-Abilities Park is an outdoor facility that provides a safe place to play and develop skills for children of all abilities. The park would serve the entire community and allow for more community members to enjoy outside spaces. The All Abilities Park will be a fully inclusive accessible and adaptive playground in the City of Austin. This catalytic project will be constructed in a location determined by the Parks Department with advisement from local stakeholders. City staff, in conjuncture with the Austin Parks Foundation, has estimated a cost of between $5,000,000 and $10,000,000. Therefore, the City Manager is directed to work with the Director of Parks and Recreation in establishing the required resources and costs associated with the completion of a Play for All-Abilities Park. The City Manager is further encouraged to look for parkland available for an All-Abilities Park in Northwest Austin. This is in an effort to compliment the efforts of the Austin Parks Foundation and their All-Abilities park initiative in Onion Creek. The City Manager is directed to issue a public memorandum with the findings.

My hope is that we can work together as a council to bring this extremely important resource to the community.
