Budget Work Session – July 31, 2025

This post is to provide clarity about the July 31st Budget Work Session, which includes a couple of agenda items including passage of a maximum tax rate and a public hearing on the budget. I’m posting this (and we will reiterate it) to avoid confusion.
On July 31st, we will begin at 9am. We will begin with speakers who want to speak on the agenda item that is a presentation from the Office of Budget and Organizational Excellence. Following speakers, we will have the staff presentation. After the presentation, there will be Council questions and discussion.
We will then take up the item related to setting the maximum tax rate. We will hear speakers on this item prior to council discussion and action.
Following discussion and action on setting the maximum tax rate, we will recess the meeting.
At 3pm, we will conduct a public hearing on the FY26 Budget. The public hearing is on the same agenda as the other items and has a time certain of 3pm.
This is one agenda. Although there may be a recess before the 3pm time certain public hearing, it will be treated just like our Council meetings that have a time certain agenda item at 2pm (zoning issues).
FOR ALL ITEMS ON THE AGENDA (including the 3pm public hearing), speaker signup opens online for remote/in person speakers on Monday, July 28th at 10:00 a.m. and closes on Wednesday, July 30th at 12:00 p.m. Also, FOR ALL ITEMS ON THE AGENDA (including the 3pm public hearing), City Hall Kiosk registration for in person speakers only will be available shortly after 12:00 p.m. on Wednesday, July 30th and closes on Thursday, July 31st at 8:15 a.m.
Online Registration (Remote & In-Person Speakers)
Opens: Monday, July 28th at 10:00 a.m.
Closes: Wednesday, July 30th at 12:00 p.m.
City Hall Kiosk Registration (In-Person Speakers Only)
Opens: Shortly after 12:00 p.m. on Wednesday, July 30th
Closes: Thursday, July 31st at 8:15 a.m.
