Colleagues,

Item 37 on tomorrow’s agenda brings us the long-awaited ordinance to right-size stormwater drainage requirements for missing middle housing developments of 5 to 16 units. This ordinance is the next step in implementing two Council resolutions: Site Plan Lite (SPL, 20221201-048), brought by CM Ellis in December 2022, and Residential Infill Subdivision (RIS, 20230504-023), brought by CM Ryan Alter in May 2023.

The four of us – CMs Ellis, Alter, Vela, and Velasquez – have been working together as a subquorum to collaborate extensively with staff and stakeholders, review the draft ordinance, consider commission feedback, and discuss potential amendments. Together, we are bringing the following five motion sheets for Item 37 tomorrow:
