4/25/23 Housing and Planning Committee Meeting

Greetings colleagues –

We will be covering two critical topics at tomorrow afternoon’s Housing and Planning Committee meeting and we want to be sure you are aware:

Presentation from Staff on Urban Rail Alignments and who they impact:

Austin Transit Partnership and City of Austin staff will present data related to the five proposed Urban Rail alignments for Project Connect. New information will include demographic and housing data, and how the proposed alignments serve certain communities.

This briefing will provide the committee with an opportunity to discuss the proposed rail alignments with key demographic data, and how our current and future land use will directly impact federal funding.

Direction to Staff to present in May on Previous Land Development Code amendments and recommend changes and prioritization:

Staff has kindly provided an updated list of all council-initiated land development code amendments that are still outstanding. This list was requested following our February meeting where the committee discussed increasing meeting frequency and future action items – including recommendations to the full council. We will be directing staff to bring recommended changes and prioritization back to the Committee in May so we may extract the most immediate impact and alignment.

To guide these discussions, city staff has provided an index of existing policies and council direction that currently guide their approach to housing and land use policy implementation. This will guide the committee on recommendations to the full council, ensuring that our priorities and intentions are clearly reflected in staff's ranking and implementation of previous and future code amendments.

Again, tomorrow’s meeting will not include a full briefing and / or recommendations from staff on those previous code amendments. The committee will consider directing staff to do so at our May 23rd meeting. We have posted this possible direction so that all of our colleagues and the public may participate as we move forward.
