Item 79 - Amendment

Council Member Tovo,

Thank you for your work on making sure our City employees are taken care of during this time. Council Member Flannigan understands that parents are working extra hard throughout our organization in a dual role they never could have anticipated and supports the work the Feds, County and City are doing to step in to assist.

He does, however, want to be sure that the Council does not remove or slow the City Manager's ability to make sure that essential services and critical infrastructure are able to stay online during this time. As we all know, the City's services are the critical backbone to ensuring our community continues to run. He's concerned about asking the City Manager to come back to City Council to make these types of staffing decisions, as both a process issue, and a timing issue. He's drafted some amendment language for item 79, attached here, that he hopes you will consider going into Thursday.

All,

You received Version 2 of Item #79 on Wednesday at 12:38 p.m. Based on additional conversations with staff and stakeholders, I intend to offer an one last amendment. I am including these changes below in *asterisks.* The changes begin on Line 83.

BE IT FURTHER RESOLVED:
The Council *expresses its intent* to modify the expanded Family Medical Leave Act policy to ensure that the City will pay an eligible employee 100% of their regular pay rate for the number of hours the employee would otherwise be normally scheduled. *The City Manager is directed to return to Council no later than April 17, 2020, with a recommendation that details operational procedures to accommodate this intent.*
