Colleagues,
I have asked staff to help draft a motion to divide the question for Item 83, and split this into two motions: one to address billboard relocations, and one to address electronic kiosks and right of ways.
Although these two items impact the same city code (Chapter 25-10), I believe discussing and voting on them separately would be more productive since they are not mutually exclusive and are addressing two distinct issues that merit their own discussions. When Planning Commission took this up on January 13, a similar motion was made that passed unanimously.

I have no objection to dividing the question. I know we have a busy day tomorrow and a lot to discuss. In the interest of simplifying things and saving time, I suggest we divide the question and first vote on the right of way and bus stop portions of the ordinance. Then, I would like to attach my amendment to the remaining billboard portion of the ordinance so we can discuss and vote on the entire billboard item. I think that produces a cleaner debate that saves time; that way we don't have two separate discussions and votes - one on the billboard amendment and one on the billboard item.
