In preparation for tomorrow’s Work Session, I wanted to share my proposed amendments.
Waiver of Replacement Requirement (Item 1 - Ch 4-18-33)

This item authorizes a waiver process for the replacement of affordable units when redevelopment occurs. This amendment serves to reduce the negative consequences of buildings either becoming vacant or falling into disrepair due to the redevelopment requirements being too stringent. Council can only waive the requirements in cases where the affordability requirement is not in the public’s best interest, constitutes waste, does not serve its intended purpose, or in any circumstances where Council determines the requirement is not prudent.
Fire Concerns Related to Ingress/Egress (Item 2)

This item adds direction to HOME Phase 2, requesting that staff conduct an analysis of Austin neighborhoods with high fire risk and limited ingress and egress. In response to the analysis, the City Manager is directed to propose land development regulations, excluding zoning changes, that would address concerns related to fire safety, evacuation routes, and additional units at the neighborhood level.
Alleyway Compatibility (Item 4 - Ch 25-2-1063 Screening, Noise, and Design Requirements)

This item amends compatibility standards to extend the distance boundary from the property line to an adjacent alley for noise, light, and any other screening requirements. This amendment closes the loophole where a majority of compatibility standards currently do not apply across alleyways.
