eTOD Joint Meeting tomorrow @ 1pm

On behalf of Mayor Pro Tem Ellis:

Dear colleagues,

Tomorrow, March 2, at 1pm in Chambers, the Council Mobility Committee and Housing & Planning Committee are jointly meeting on equitable transit-oriented development (eTOD) planning and policies, with a focus on the draft eTOD Policy Plan.

As you all know, this important document is on our agenda for adoption next Thursday, March 9. Our intent for tomorrow’s joint meeting is to dig into the draft eTOD Policy Plan, hear from the City and CapMetro eTOD teams, and engage with community stakeholders to hear their feedback.

Chair Harper-Madison and I invite all of you to join us. Aligning our transportation and land use planning – and doing so in a manner that serves all parts of our community – is critical to meeting so many of our most important goals around affordability, mobility, climate, and equity.

Here is our anticipated agenda for the eTOD Joint Meeting:

1:00pm Call to Order & Opening Remarks (Chairs Harper-Madison and Ellis)

1:10pm Overview of eTOD Work & Relationship to Project Connect (Rosie Truelove, Housing & Planning Dept Director, and Sharmila Mukherjee, CapMetro EVP Planning & Development)

1:15pm eTOD Policy Plan: The Details, Implications, & Implementation (HPD eTOD Team)
- Implications of the acceptance of the Policy Plan, including the impact of establishing goals, assigning typologies, prioritizing station area planning & establishing a policy toolkit
- Existing TOD regulations and the planned approach to updating and creating new regulations, including the ETOD overlay and Imagine Austin amendments
- Existing TOD planning process and envisioned ETOD station area planning process going forward, how it relates to other implementation approaches, and expected outcomes
- Policy Tools that are already underway that achieve ETOD through programming and investments

1:35pm eTOD Policy Plan Engagement Process to Date (Anna Lan, Principal Planner, CapMetro)

1:45pm Community Partner Rapid Roundtable:
- Awais Azhar (Project Connect Community Advisory Committee and HousingWorks)
- Bill McCamley (Transit Forward)
- Paulette Gibbins (ULI)
- Jake Wegmann (UT Austin)
- Joao Paulo Connolly (ATX Mobility Coalition)

2:15pm Discussion / Q&A

2:45pm Closing remarks by Chairs & Adjourn

Please note the rest of the Regular Mobility Committee meeting agenda, including briefings on the 2023 Mobility Annual Plan and the ATX Walk Bike Roll Completion Report, will be taken up after the eTOD discussion and will likely run 3-4pm, also in Chambers.
