Direction for Statesman PUD 2nd reading

Colleagues,

The Statesman PUD is on the agenda for our September 15th meeting. In order to facilitate a productive conversation that will help move us forward, I have asked staff to draft an ordinance consisting of the 1st reading draft from staff plus the amendments or portions of amendments proposed by both Planning Commission and CM Tovo that the applicant agrees to. My intention is to offer this version as a substitute base motion for 2nd reading at the September 29th meeting. This proposed motion is not intended as a final product for 2nd reading, but as a platform for council members to offer and debate additional amendments.

The motion will be based on a chart of items that I submitted as a motion on September 1st. You can see the chart of the amendments that the applicant does and does not accept, as well as amendments accepted with modifications, in the September 1 backup here: https://www.austintexas.gov/edims/docum ... ?id=391239

To give staff time to draft the proposed motion and council members time to review the motion and draft amendments, I intend to ask for a postponement of this item to our September 29th meeting.

Thank you, CM Vela, for your post. I agree with the postponement to the 29th and your approach for how to move this item forward.

I would like to reserve the ability to discuss some of the individual amendments. For example, I do not agree the affordable units should be on-site if we can get more affordable units nearby. But I understand this is intended to be just a starting point.

Statesman PUD motion sheet

On behalf of CM Pool, I am posting her motion sheet amending portions of the Statesman PUD draft ordinance in Part 10. Parks and Recreation. These changes reflect the result of multiple conversations with PARD staff, the applicant, and other council colleagues. I'd like to note that there are a few remaining issues related to Part 10 that CM Pool will continue to work on between now and final reading of the PUD.
