I'm posting this revised version (to be clearer) of my budget rider related to staffing costs for anti-displacement under the JPA and Project Connect. I have added language to clearly state that this would have to be aligned legally with the Contract with the Voters, when language comes back to us for consideration as part of the proposed JPA in October.

By way of explanation - This is a policy statement recognizing the importance of preserving funding directly for the benefit of people in our community at risk of displacement; recognizing that addressing equity and anti-displacement is central to mobility and the intent of Project Connect to benefit all people in our community; and providing Council the opportunity to consider options that legally align with the Contract with the Voters

On behalf of CM Pool, I am posting an revised budget amendment form with the $900,000 for Child Care at PARD recreation centers as one-time rather than ongoing as this funds temporary and part time employees for after school and summer time child care, and is scalable with the increasing need this school year and next summer. We are also suggesting that the one-time $900,000 could be one-time general fund revenue, or ARPA. The vehicle purchases remain the same as contractual obligation (KOs) in the amount of $300,000.

Below is a link to a spreadsheet that includes: (1) all budget amendments; (2) all budget riders; and (3) my proposal at a 4.9% above no-new-revenue, which incorporates all of the Council investment priorities with only small modifications and still reduces taxes for the typical homeowner beyond the Manager’s original projection and still leaves funding available for new priorities or for the reserves.

Council Member Casar, I want to thank you and Stephanie Trinh for all of your work on the spreadsheet and for highlighting the Metz canopy in your proposal. I would also like to thank Council Member Ellis and others who have expressed support for this item as well.

Rodolfo "Rudy" Mendez Recreation Center (formally Metz Recreation Center) is located in East Austin offers a variety of programs for community members of all ages throughout the year. This canopy would provide some much-needed shade at the splash pad, further enhancing its use and would particularly benefit children and families.
