Colleagues:

Below please find a link to a summary of my preferred version of the ordinance, which is to clarify our action in June, to define health/safety issues, obstruction issues, and small areas around shelters. It also supports a phased approach as laid out earlier this week. I understand that our Law Department is working hard to come up with a single draft that we can use as our voting document for Friday. I handed out this document on the dais.

Colleagues: Attached is ordinance language that makes the summary document (above) into legal language. It’s the phased approach—which I thank CM Kitchen, Tovo, and the Mayor for coming together on—with my preferred options. The options presented in the draft linked below clarify our June 20th action, identify small areas around shelters, and focus our attention on housing and services to get to the root causes of homelessness—while protecting public safety and public access to space.
