Item 8 - Equitable Chamber Funding Model

Dear Colleagues,

Below please find my proposed amendments for Item 8, related to the equitable funding model for MECA chambers. The first amendment adds language consideration as an equity factor in the funding model. The second and third amend the resolution to include specificity on how often the funding model should be updated, and provide direction for what happens when a new chamber is added to the funding model.

We have spoken about each item with staff at length and they are reviewing the specific language of our amendments.

Item 8

FUNDING MODEL
Amend the equitable funding model to add a language consideration factor for chambers providing regular translation services for their membership.

RESOLUTION
Amend the resolution of Item 8 to include the following:

BE IT FURTHER RESOLVED
The City Manager is directed to update the data underlying the funding model at least often enough to coincide with the negotiation and execution of new contracts. This means that the first multi-year contracts negotiated subsequent to the release of the most recent census information should include that updated census data.

BE IT FURTHER RESOLVED
When a new chamber is added to the funding model, the City Manager is directed to evaluate and update allocations for the equity dial to ensure equity chambers do not face a disproportionate reduction in funding.
