April 9 Council Meeting

Colleagues,

As we continue our Council Meetings with remote options, here is how I propose that the April 9th meeting work:


WORK SESSION
• We plan to hold a Work Session for 4/7
• Like normal, this may include briefing(s), executive session, and pulled agenda items
• Council Members are encouraged to attend remotely.

COUNCIL MEETING
• On 4/9, there will be no Invocation, Music, Proclamations, or noon Citizen Communication
• Start time will be 10 am
• All Council Members are encouraged to attend remotely
• Council can handle all items, even if they are discussion items
• To the extent possible, motion sheets should be provided to the Agenda Office by 3 p.m. on Wednesday to be uploaded in advance of the meeting
• Please use the Council Message Board to discuss questions


SPEAKERS
• Like last time, speakers will be able to sign up online and speak via phone; no speakers will be in Chambers. Each speaker will get three minutes, with no donations of time due to technical challenges.
• Instructions on how to sign up will be listed on the addendum.
• Agenda items other than Zoning: Speakers on these items will all speak at the beginning of the meeting, like at the last meeting.
• Zoning: All speakers on zoning items (#45-60) will speak at 2 pm as zoning cannot be taken up before that time.


City Staff will be available via phone to answer questions on any discussion items.

Staff is working on a way that applicants can be available remotely to answer questions on their items. Staff will contact the applicants with instructions.

Colleagues,

Here is my proposal for the schedule for tomorrow’s meeting.

We will convene at 10 am. We have about 2 hours of speakers signed up. They will each get three minutes (those requesting translators will get six minutes). Most are signed up on item 81. We will take all the speakers (other than on zoning) at the beginning of the meeting, then vote on the consent agenda. At that point, we will take a one hour lunch break.

We will reconvene after lunch to take up remaining items, pausing to do zoning speakers and zoning consent agenda at 2 pm. If it looks like we have a full afternoon, we’ll take a ten minute break about 3 or 3:30 pm, then return to work. If we need a dinner break, we will decide at the meeting what time to do that. (there are no Music and Procs so it would not have to be at 5:30 pm). It appears to me that we might have only one or a very limited number of discussion zoning items.
