resolution for Nov 14 agenda

colleagues, I am bringing two transit-related resolutions for consideration at the Nov 14 meeting. I welcome your sponsorships and support. Both resolutions advance the Council’s ASMP goal to reduce vehicle travel 50% by 2039 by adding infrastructure that supports alternative modes of travel in our city.

One (not yet numbered), would have the City and Cap Metro work together to identify financial options to fully fund two new rail stations on the Red Line, one at Broadmoor (Palm Way) and the other at McKalla Place. Both stations, as you know, do have some funding, but gaps exist that must be filled.

My staff and I are working rapidly and diligently with the city Finance Office and Cap Metro to bring this second resolution quickly, and as we finalize the language I wanted to invite you to sponsor this important initiative. CM Kitchen has signed on as my primary co-sponsor, and I appreciate the Mayor’s interest as well. I welcome whomever would like to co-sponsor - please let Amy Smith know if you’d like to add your name.

Here is the posting language for the gap funding resolution:
Approve a resolution directing the City Manager to work with Capital Metro on the completion of the Broadmoor Rail Station and the McKalla Place Rail Station, assessing various public financing options that can leverage private development and funding, including conducting a feasibility and financial analysis of the creation of a Tax Increment Reinvestment Zone District, or other value capture financing tools, and provide a memo to Council with the findings of the analysis by February 3, 2020.

The second resolution, item 57 on our Nov 14 agenda, would advance the Red Line Parkway, a linear and urban trail running generally along the Cap Metro Red Line railway. I appreciate CMs Kitchen, Renteria and Harper-Madison for their sponsorship.

I'd love to be added a co-sponsor on this item. The Red Line is a key asset to my district and improving stations and options for riders is a real benefit to NW Austin!
