Resolutions for 9/20 Special Called Meeting

Colleagues,
linked below is a revised resolution (item 4) from Council Member Casar and me. The second document is an amendment prepared by CM Casar and me to the resolution being brought by CM Tovo and CM Kitchen (item 2). These documents will probably change somewhat after we have the chance to discuss them with CM Kitchen and CM Tovo.
