Colleagues,

See below my two amendments to Item #29.

First, I am open to requiring reinvestment of certain fees and revenue to the Rainey area. However, I’d like the City Manager to ensure that such a change does not negatively impact funding needs for other citywide priorities- with an eye toward equity.

Second, the expansion of the convention center will create opportunities for more jobs and potentially improved job quality in the convention center and hospitality industries. To ensure we’re capitalizing on those opportunities, we should increase worker voice, in particular at Austin Convention Enterprises.

Please find attached my proposed amendment to Item 29, related to due diligence on the Convention Center expansion. These changes begin on page 18. I have moved item 3 up to item 2, and the original item 2 is now item 3, with the subsequent language changes.

Here are the amendments that I discussed at work session to include a more complete list of funding mechanisms for a potential expansion to the convention center, and direction that the financing plan for an expansion reflect a commitment to fund historic preservation and cultural arts at the 15% of Hotel Occupancy Tax revenue allowed.

My thanks to CM Tovo for incorporating the Tourism Commission as a stakeholder for the district-level planning and for adding several more valuable groups to the list.
