Colleagues,

As I mentioned in Tuesday’s work session, I’m sharing my amendments for Item 102, the Palm District Plan initiating resolution. My staff has been working diligently with stakeholders and City staff to make sure we implement tools that preserve and incentivize historical and
cultural placemaking in the district.

Our amendments are intended to address some of the more pressing issues this district is facing. We aim to initiate and implement recommendations in the plan that will help preserve and incentivize future creative and cultural spaces.

Amendment 1 removes the initiation of the Waller Creek setback from the resolution for further exploration and discussion.

Amendment 2 directs the City Manager to return to Council with incentives and bonus program LDC amendments laid out in Resolution No. 20220728-094.

Amendment 3 initiates and establishes timelines for completing the Cultural District Overlay, Chapter 380 policy revisions, and a Local Enhancement Program.

Amendment 4 explores the potential renaming of the Palm District Plan through community stakeholder engagement.

Colleagues,
Items 102 and 103 represent important planning work for the Eastern portion of our shared downtown. For too many years this area has not achieved its potential because of flood risk, poor planning, or simply neglect. This plan, and the public investment associated with it, will help to transform the area into something that all of Austin can enjoy and take pride in.

While acknowledging the sizeable amount of work that went into the plan on our agenda, I’m offering an amendment that seeks to identify the additional detailed vision and planning work still ahead of us:
