Dear Colleagues,

Based on our discussion at work session, please see proposed language below:

For the “whereas” portion of the resolution (lines 21-22), highlighted with asterisks:

$149 million for Parks and Recreation to improve existing parks, *make strategic acquisitions* and create more parks by addressing deficiencies and inequities;

Additionally, I’d like to propose these changes to the “be it further resolved” portion of the resolution (lines 113-119) - highlighted with asterisks:

The City Manager is directed to fund projects and/or programs based on the following guidelines/metrics:

● Improvements for public access to quality parks and recreational opportunities, *and strategic acquisitions* across the city
● Critical needs for capital renewal or reinvestment in aging facilities
● Investment in historically underserved communities to improve equity
● The Health & Environment Indicators in the Strategic Direction 2023

Finally, in the "be it resolved" at the bottom of page 7, I would like to add specific reference to the "Watershed Master Plan".

Please let me know if these will be incorporated, or if I should prepare an amendment.

CM Alter, thank you for bringing these edits to the parks portion of item 61. I support your suggested changes as they ensure that parks bond funds could be used for strategic land acquisitions to benefit city residents.

Colleagues,

I appreciate that Item 61 is working to bring some clarity to the spending of future 2018 bonds, however I think it's beneficial to provide even further clarity for the voters and for staff as we move this forward. I’m offering an amendment (see link below) that further clarifies prioritization around the guidelines/metrics offered by the co-sponsors. With this additional prioritization I believe staff will have clearer direction when making the difficult determinations on how to identify and sequence which specific projects and programs to fund under each proposition.

My amendment also incorporates Council Member Alter’s suggested changes.

I appreciate any feedback the co-sponsors or others would like to provide prior to tomorrow’s meeting.

Thank you to Councilmembers Alter and Flannigan for providing suggestions.

We have posted a revised version of the Resolution that reflects CM Alter’s suggestions, reorders the propositions, and includes grammar/clarity edits that were suggested. We have also made edits to include the Faulk Central Library building renovations as a specifically funded project, which we inadvertently left off.

Additionally, Resolution 20180628-027 is now included in the backup materials, as was suggested by CM Houston in work session.

I’ll review CM Flannigan’s amendments tonight and see what we can do.

Thank you all for working together to develop the November 2018 Bond program. This is such an important, collective effort by our Council across all districts.
