Chalmers Courts Resolution - October 12, Items 17 and 18

Mayor, Mayor Pro Tem, and Council Members -

Council Member Renteria is out of town - attending the American Public Transportation Association (APTA) Annual Meeting in his capacity as a Capital Metro Board Member. He will be back in time for the Council Meeting on Thursday but will, unfortunately, have to miss Work Session on Tuesday.

Since he will not be able to join you tomorrow, he asked me to provide information to help clarify something you may have noticed on the agenda related to the Chalmers Courts resolution. Items 17 and 18 are nearly identical but have different posting language and the latter contains an additional resolved clause. Council Member Renteria wanted to let you know why this is the case to avoid causing confusion.

Planning and Zoning staff were concerned that the original resolution directing the City Manager to initiate amendments to extend the boundaries of the Plaza Saltillo TOD to include Chalmers Courts did not include specific direction to initiate the required and accompanying neighborhood plan amendments and rezoning. To address this concern, Council Member Renteria added the following resolved clause:

“BE IT FURTHER RESOLVED: The council initiates neighborhood plan amendments and rezoning of the property from multifamily residence moderate-high density (MF-4) district to transit-oriented district (TOD), and directs staff to assign the appropriate TOD subdistrict to bring back to council for action.”

Please note, the additional clause does not change the expected process – rather, it explains it more clearly. However, it does change the required posting language. And since it was a Council action that placed the original resolution on the October 12th agenda, this needed to be a separate item.

On Thursday, Council Member Renteria will be making a motion to withdraw Item 17 and to approve Item 18. He is looking forward to discussing this opportunity to preserve and create affordable housing with you at the Council Meeting.
