Proposed Council Committee Meeting Schedule and Process

Council Members,

The Mayor’s office has worked with the City Manager’s Office to develop a proposed schedule and process to implement our new council committee structure. Given the number of parameters involved, including the number of committees, staff resources, room availability, conflicts with intergovernmental body meetings, etc., this was no simple task. Many thanks are owed to the Manager’s team for their efforts to solve this complex puzzle.

We offer the following proposed schedule and process for your consideration and discussion at tomorrow’s council meeting.

Proposed Council Committee Calendars by Council Member – a simple view of the proposed schedule by council member given their committee and intergovernmental body appointments. Please note: accommodation has also been made for committees to have an optional daytime worksession as necessary.

Is the any update to this? CM Pool had a request for adjustment based on her particular committee appointments - we'd like to see that adjustment ASAP.

Council Member Committees:
I submit the following ideas for prioritizing agendas for PUBLIC hearings.

For PUBLIC hearings/meetings, agendas must be posted 3 days in advance. This proposal suggests how Agenda priority could be handled. In case multiple agenda items have been submitted by 2 council members (item 6 below), the committee selects which item will be in the public hearing. If the vote is 2-2, the mayor breaks the tie.

Agenda Priority:
Have a round-robin agenda posting process, where the committee chair starts by listing the first agenda item; the remaining items are posted in this order:
1. Chair
2. Vice-chair
3. Third committee member per original Council Committee assignment document
4. Fourth committee member per original Council Committee assignment document
5. Mayor
6. Any two council members NOT on the committee (committee votes if more than one issue submitted)
7. City Manager

Agenda Timing and Time Certain Testimony:
1. The “default” time for each agenda item is 30 minutes
2. The same agenda item may be chosen by more than one posting authority (see positions 1-7 above), in which case, 30 minute blocks may be combined. For example, if the “police body cameras” issue were prioritized by four posting authorities, 2 hours would be dedicated.
3. With an affirmative vote of the committee, public hearings may be extended AFTER the time certain items have been heard.

The Austin City Council Public Safety Committee will convene at 4:00 PM on
Monday, March 23, 2015 at Austin City Hall
301 W. Second Street , Austin, TX

1. Police Body Camera Resolution (time certain 4:00 PM)
2. Police Body Camera Resolution
3. Resolution modifying distracted driving ordinance (time certain 5:00 PM)
4. Resolution modifying distracted driving ordinance
5. Resolution on towing policy and fee schedule (time certain 6:00 PM)
6. Resolution on fire break policy (time certain 6:30 PM)
7. Resolution on police monitor function (time certain 7:00 PM)
(with an affirmative vote of the committee, additional testimony on any of the above items may continue)
