Colleagues,

Following up on Tuesday's work session conversation, here is proposed language for an amendment that would provide staff and Council with information for evaluating Affordable housing projects. Thank you to Council Members Houston and Alter for their input.

BE IT FURTHER RESOLVED

For low-income housing tax credit applications and other income-restricted projects being considered for City funding, support resolutions, zoning changes, and other tools and incentives, the City Manager is directed to develop a matrix that evaluates each project based a number of important planning factors. In developing the matrix, the City Manager should review evaluation factors used in other cities. The matrix should include, but is not limited to the following:

Location - Low, Moderate or High Opportunity Area or Gentrifying Area; and
Walkability to existing transit; and
Evaluation of local school opportunities; and
Access to employment opportunities; and
Access to amenities including, healthcare, parks and healthy food options; and
Sufficient infrastructure including sidewalks, utilities; and
Environmental and safety considerations including floodplains; and
Cost per unit of City funding; and
Alignment with Imagine Austin and the City’s strategic priorities.

The City Manager shall bring the recommended matrix back to Council for review and adoption before January 1, 2018.
