Draft Ord. Regarding Council Meeting Invocation Offerings

ORDINANCE NO.

AN ORDINANCE REQUIRING THAT MEMBERS OF THE CITY COUNCIL AND THE MAYOR INVITE PERSONS, ON A ROTATION BASIS,
TO OFFER THE INVOCATION AT THE OPENING OF CITY COUNCIL MEETINGS.

PART 1. Only a person invited by the Mayor, or by a Councilmember, shall be permitted to
offer an invocation at a meeting of the City Council. Upon introduction of the person offering
the invocation, the name of the inviting Councilmember, or of the Mayor if applicable, shall be
stated and then noted in the official minutes of that particular City Council meeting.

PART 2. Beginning with the first meeting of the City Council after the adoption of this
Ordinance, the Mayor may invite someone to appear before the City Council to offer the
invocation at the opening of that particular City Council meeting. Thereafter, at subsequent
meetings of the City Council, in rotation, the Councilmember representing District 1 may do so,
followed by the Councilmember representing District 2, followed by the Councilmember
representing District 3, followed by the Councilmember representing District 4, followed by the
Councilmember representing District 5, followed by the Councilmember representing District 6,
followed by the Councilmember representing District 7, followed by the Councilmember
representing District 8, followed by the Councilmember representing District 9, and followed by
the Councilmember representing District 10. Then, the rotation begins anew with the Mayor.
The Mayor, or a Councilmember, may decline to invite someone for such purpose, in which
event, the next eligible Councilmember may invite someone for this purpose. In such case, the
declining Councilmember, or the Mayor, must wait for the appropriate turn in the next rotation
before inviting someone to offer the invocation.

PART 3. This Ordinance takes effect on ____________________________, 2016.
