DRAFT Resolution: BCCP appointments by elected council

I'm offering this draft resolution for discussion.
---

WHEREAS, the “Balcones Canyonlands Conservation Planning Organization Coordinating Committee—Citizens Advisory Committee” is an important panel having significant influence in policy decisions made by the City of Austin, by Travis County, and by the Lower Colorado River Authority; and

WHEREAS, the City of Austin, Travis County, and the Lower Colorado River Authority each make appointments to the Citizens Advisory Committee; and

WHEREAS, the City of Austin is entitled to appoint three members to that Citizen Advisory Committee presently consisting of persons chosen by two City commissions and by one City board: an “Environmental Commission” representative, a “Parks & Recreation Board” representative, and a “Water & Wastewater Commission” representative; and

WHEREAS, given the new 10-1 structure of the Austin City Council with each Council Member being elected from a geographic district of the City—and no longer citywide—it is important that those members of the Council whose districts include portions of the Balcones Canyon region have a direct say in the City’s membership of that Citizen Advisory Committee; and

WHEREAS, the Mayor, responsible to the entire City, should likewise have direct input in the City’s membership of that Citizen Advisory Committee; now, therefore be it

RESOLVED, That the “Balcones Canyonlands Conservation Planning Organization Coordinating Committee—Citizens Advisory Committee” henceforth consist of three City-appointed members as follows: one appointed by the Council Member representing Council District 6, one appointed by the Council Member representing Council District 10, and one appointed by the Mayor—all three of such appointees must be residents of the Balcones Canyon region in order to qualify for service as the City’s appointees on the Citizens Advisory Committee; and be it further

RESOLVED, That the City Manager be directed to make whatever adjustments are required in order to facilitate a smooth transition from a Citizen Advisory Committee consisting of three City appointees from two City commissions and one City board to a Citizen Advisory Committee consisting of three City appointees who are chosen by the Mayor, chosen by the Council Member representing Council District 6, and chosen by the Council Member representing Council District 10, to join those individuals who are appointed to the Citizen Advisory Committee by Travis County and by the Lower Colorado River Authority.
