Accessory Dwelling Units (ADUs) Process Moving Forward

Colleagues –

At our June 18th meeting, the Council passed preliminary changes to our regulations on Accessory Dwelling Units (ADUs) on first reading only. Because of the large range of potential ADU reforms, I believe it's in our best interest to break up the pending issues over two more meetings of the Planning and Neighborhoods Committee (PNC) and two more readings at Council. It's important to note that the ADU reforms we're considering involve multiple departments, and are not limited to land development code changes. We'll do our best to make clear in our committee report which recommended changes require ordinance changes, and which would require separate Council resolutions.

The committee members have identified the issues below for further review. We'll only be reviewing the items below as they relate to ADUs.
- Pre-approved designs for faster processing
- City financing/loan programs
- Regulations for short-term rentals (STRs)
- Water metering/sub-metering and Water Utility fees
- Lot size requirements & structure size regulations
- Affordability requirements & housing preservation incentives
- Review of the neighborhood "opt-in/opt-out" process
- Parking requirements

To process all of these issues, the Committee will consider half of them in August before second reading, and then the other half in September before third reading. A draft schedule is included at the bottom of this message. If there is an ADU issue or recommendation you would like to be included in this two-month process, please post as a reply to this to the message board post and we'll do our best to include it. Again, it's important to note that the ADU reforms we're considering are not limited to potential land development related code changes.
