Council Members:

At your 04/21 Work session, Council indicated a desire for further Committee discussion on the City’s policies related to flood buyouts. Below are the Mayor's suggestions for the questions to be discussed and the applicable council committee. Please respond with any comments or suggestions.

Discussion and possible recommendations related to the following policy questions:

1. What are the City’s policies for prioritizing buyouts in the 25 and 100 year flood plain and/or other flood prone areas? Public Utilities
2. What are the City’s policies regarding financing of flood buyouts? Audit and Finance Committee
3. What actions does the city currently take to ensure that elderly property owners are connected to services that may allow them to safely age in place, before a buyout is recommended? Health and Human Services Committee
4. What policies are in place with regard to zoning and development approvals in flood prone areas to avoid the need for future buyouts? Neighborhoods & Planning Committee

At this same Council Work Session, there were also concerns expressed regarding items being referred to multiple committees. We would also welcome comments regarding whether it would instead be advisable to have these questions addressed at a full council worksession.

I can see pluses and minuses to sending an issue to multiple committees.

Example .... (there are more, this is just a quick touch on the topic)
Pluses include committee focus on specific angles, leading to more individualized review.
Minuses include continued silo-ing of issues where common interests are overlooked due to specific, individualized review.
