McKalla Place Amendments

Post by Leslie Pool »

Colleagues,

Last June, Council Members Alter, Houston, Troxclair, and I co-authored an Austin American-Statesman opinion piece on our approach to the McKalla Place conversation (here: https://tinyurl.com/McKallaOpEd). In that piece, we discussed the principles which would guide our consideration of any proposed agreement (here: https://tinyurl.com/McKallaPrinciples).

Now that a new version of this proposal has been provided to the Council for consideration, we have evaluated this proposal through the lens of the principles we outlined back in June. While some progress was made, we still have a number of outstanding concerns. We have discussed these concerns – and put forward our vision for ways to address them – in the following document: https://tinyurl.com/McKallaPackage.

We believe that each of our proposed changes would make this a stronger deal for the City and look forward to discussing them this Thursday.

Additionally, my office is working on providing back-up resources to help inform our discussions on this topic, including cost estimates, benefit analyses, deal comparisons, and opportunity costs (such as mixed-use). I anticipate posting these materials soon – please check back for updates.

Colleagues,

I wanted to post an update with some of the materials I promised yesterday.

For several weeks, I have had my staff work on an extensive analysis of the potential costs and community benefits related to this proposal. In an effort at full transparency, I am making these worksheets fully available here and am providing a document that explains in detail how all of these calculations are reached.

You can find a high-level summary of this work here: https://tinyurl.com/McKallaOnePager.

The full worksheets and ‘user manual’ explaining the calculations are available here:

- Cost Estimates: https://tinyurl.com/McKallaCostWorksheet
- Community Benefits Estimates: https://tinyurl.com/McKallaBenefitsWorksheet
- Worksheet ‘User Manual’: https://tinyurl.com/McKallaUserManual

Additionally, I have provided some other supporting materials that I think can also help inform our discussion:

- Comparison of the McKalla Proposal to Other Large Austin Incentive Agreements: https://tinyurl.com/McKallaIncentiveComparison
- Comparison of the Pre-Negotiation Proposal, Negotiated Proposal, and Miami Terms: https://tinyurl.com/McKallaTermComparisons

I will be sure to post any additional materials to this thread.

As a final aside, the Austin Energy site at Justin Lane was discussed briefly at yesterday's meeting. I wanted to provide a link to the page on my constituent services website that describes the work that the city, the community, and my office have been done over the years and to date on this site: http://www.d7atx.com/ae-site. I am continuing to work on bringing forward a community-driven item that will allow us to fully realize the potential of this opportunity.
